That might be a good question on its own - here's a very short "history":

The original SQL Anywhere Forum ("SQLA") was started and run by Breck as a StackExchange site, you can see an early announcement in his blogs from November 2009, say this article. There are more blog articles showing the first steps.

After it was successfully embraced by the SQL Anywhere community, the site was migrated to a different platform as "SQLA 2.0" by the SQL Anywhere team and has been run officially by Sybase/SAP since February 2011, see here. Lots of older "meta-sqla" tagged threads will provide much more info.
