unable to create a document template

However, you might need to check if your license is trial or paid one, since trial versions can't create templates.

As per SAP Note 3242279 - I can’t find the Process documentation template in the Explorer - SAP ONE Support Launchpa..., this option is not available in the trial edition.

So that could be the reason in your case.
