hello Team,
we are migrating from Vendor DC to Azure.
Source - Windows 2012R2/Oracle 12.2
Target - Windows 2022 / Oracle 19.c
Option 1-
Install Oracle 12.2 on Windows 2022, take a rman online backup from source and restore on target. Upgrade target Oracle from 12.2. to 19c before releasing the system to users.
Option 2 :-
Install Windows 2012/Oracle 12.2 and then in-place upgrade to Windows 2022/Oracle 19c.
Question is which option is supported by SAP .
for QA system we performed export/import using SWPM.
we considering above options as SWPM exp/imp is taking longer duration and as its critical system business is not allowing longer downtime.
Also, can you please share the archive link for Oracle 12.2 version...

SAP supports the system copy via SWPM.
Windows server 2022 is only supported as of Oracle 19c, so option 1 is not possible.
I would suggest to install Oracle 12.2 on windows 2012 and then do a heterogenous SWPM system copy with database upgrade to 19c.
