Possibly you aren't licensed for it? You can only see products that you are licensed for.

Hello Ken,

I only see SAP REPLICATION SERVER 15.7 & SAP REPLICATION SERVER 16.0, but not SAP Rep Srv Opt Oracle 15.7.

From SAP Launchpad:

Software Downloads -> Support Packages and Patches -> By Alphabetical Index (A-Z) -> R -> Sybase Rep Server Opt Oracle -> SAP Rep Srv Opt Oracle 15.7 -> SAP Replication Agent 15.7

Choose your OS platform and the latest SP211 download.
