Include HANA Express Edition any ABAP Development environment?
If no, does exist any plan to publish a HANA Express Edition with an ABAP kernel?

No, it does not include an ABAP aka NetWeaver Stack. To my knowledge there are no plans to do that.
SAP Cloud Appliance Library (SAP CAL) offers a NetWeaver System on HANA, but for that you have to pay of course.
