SAP EP5 SP4 - Unable to connect to Oracle database

I've been through the Troubleshoot EP PDF to try and solve the following errors but cannot seem to do this. Do you have any pointers?

The OSS note provides new Database connection software. This is supposed to provide me with the ability to rename the password for the TTPSYS and TTPREP users but it does not do this. This tool connects successfully to the database but when restarting ISS the above errors occur.

Please provide me with any information on how to get around this problem.

I've reinstalled the portal and managed to overcome this problem.
