Planning Enabled for table is grey

Hello!

While working on Analytic aoolication I find out that Planning Enabled checkbox for the Table is grey, how can I turn on Planning Enabled?

And what could be the reason for disabling Planning Enabled?

The model planning mode is on.

Planning only works with Data Refresh option set to "Always Refresh".

Also, this behavior seemingly changed since QRC1 2023 but was not accepted as incident when we raised it.
