Yes you are correct. All the portal applications(which are nothing but portal components and services) are packaged as PAR files for easy deployment to portal.

Portal applications are packaged as PAR files - it is the format that the Portal Runtime accepts for deployment of portal applications.
A PAR file is an standard JAR file in ZIP format containing a portal application with a XML-based Portal Application Deployment descriptor(DD) called portalapp.xml.
The DD describes the portal application itself and provides information required at runtime.

A PAR file is a specially formatted ZIp file that describes a portal component or service. Although it can be built manually, it is normally built using the NetWeaver Developer Studio.
