What does this mean, and how do we go about fixing this issue?
I am seeing this error on several failed reports that we have and I don't know what to do to make things work again.

Do you have sufficient disk space on the disk that your Output FRS points to?
You could try deleting instances.

After logging in to the CMC, under the "Services" section, you should see a service for the "Ouput File Repository Server". When you click on it, it should show you the location of the filestore.
Manually go that filestore location and check the disk size - you might be running low on desk space. As Srinivas pointed, you can either delete old instances you don't need anymore (manually or by setting global limits via the CMC) or you can obviously add more disk to this share.
