We have SAP SM 7.2 SP5. I have problem as note 2443904.
Resolution:
2. Either in SE24 (or SE80) on 7.20 SP05 and later, run CL_DSH_ODATA_UTILITY -> DELETE_ENTITY_CACHE
What IV_ENTITY_TYPE value I have to enter?
I have green indicators in SOLMAN_SETUP. At repeated activation progress is 1%
Help me this BW problem?
Is the job EFWK RESOURCE MANAGER running fine ?
When was it run for the last time ?
This will collect BW data for you from the infocubes.

I have the same situation. All idicators are GREEN and i performed all activities again several times. I noticed that in Solman 7.2 there are new extractors:
2428804 - What are the new extractor names - SAP Solution Manager 7.2
E2E_SVCP_EXTRACTOR_MAIN no longer applicable
E2E_SVCP_EXTRACTOR_MASTRDATA no longer applicable
New extractors were introduced with SAP Solution Manager 7.2 release.

But result is also 0 incidents

Could you confirm that you have performed both the steps 4.1 and 4.2 as it is important to do step 4.2 because you need to provide your custom transaction type and do select save them.
hence just activating bw doesnt mean you can see your custom transaction type so perform step 4.2 as well.

Even I had the same problem. Although not 100% sure of what solved my problem, I did do the following -
1. Ensure the latest Solman SPS05 master/central note is applied
2. solman_setup --> Basic configuration --> ensure the BW activation is successful (you can run again....no issues)
3. run se24 --> CL_DSH_ODATA_UTILITY --> DELETE_ENTITY_CACHE (execute) no input required
4. Configure 4.1 - Define Extraction setup again.... with Initialization checked. you can click show activation log to see the progress.
5. Once the activation has completed....go to Extractor Administration and ensure the following Extractors are in place and are green....(after about a couple of hours)
a. ITSM Change Management Extractor
b. ITSM Incident Extractor
c. Extractor for ITSM Incident Snapshot
Note- you can go to expert mode and change the frequency of the these extractors to a low value temporarily just for testing.
