We Distribute the runtime version of CR 13.0.27 with our application.
Are there any functions a user with a full version of Crystal 2016 or 2020 would use (i.e. dashboards) that would be incompatible with that version?
Also...
What would be the steps, if any, for a user that may own a full version of Crystal Reports 2020 to write a brand new report and have the runtime be able to run it (i.e. Save as file format 13.0 or switch the connectors to 32bit connectors to the data)?

The runtime should be able to handle reports from both versions of Crystal without any issues or changes to your code.
Crystal 2020 is 64-bit and requires 64-bit connectors for designing reports. Crystal 2016 is 32-bit and requires 32-bit connectors for designing reports. The runtime options include downloads for both 32-bit and 64-bit applications. The type of database connector you'll use in your application is dependent on the architecture of the app and which version of the runtime is installed. Reports, regardless of which application is used to design them (as long as it was Crystal 9 or newer) will run with any version of the runtime.
