Multiple report footers + new page before

I have a report that has three report footers; the first one is supposed to show up immediately after the detail, the second one is supposed to show up at the bottom of the page (but is has to be shown in full, so I put "keep together" on), the third is used to add another page (by using the new page before option) to the report with terms (terms are actually shown on each even page). On both the first and the second footer I put a formula into "new page before" to make sure they don't get printed on even pages. The second footer still shows up on an even page though. The formula should be fine since I tested it on the color of an item on the second footer, and it showed up the color I expected it would with the current formula.

Anyone know how to solve this?

Let me rephrase the question:

if you have multiple subsections within the same section (eg multiple report footers which become Report footer a, report footer b and report footer c), the formulas given to those sections seem to react differently. Furthermore, you can have formulas for both the general section and for each subsection you made in it. How exactly do these work? Does one prioritize over another?
