locked cells are controlled by the client (i.e. in Analysis Office) or by the server; the client does not know very much about the data this is why the locks of to be deleted after some 'actions' in Analysis Office. In general the locks are bound to the user session.
In the design panel on the 'Planning' tab you find the setting 'Cell Locking', the default is 'Front End Cell Locking'; if you want that the server controls the locked cells you should use 'Back End Cell Locking: Single Query'. The third setting 'Back End Cell Locking: Cross Query' should only be used in very special situations of 'related queries'.
In general I recommend to use the second setting.
