can anyone tell me if there is a way to upload a layout's template only for certain Planning Area?

take a look at the followning program UPP_LAYOUTS_UPDATE_WITH_MASTER.
You have flexibility to update "layout-specific", "level-specific", "Ares-specific" layout with that of master template.
