Hello I followed instructions in this video : https://www.youtube.com/watch?v=hteLyswrhsE but when I go to the SAP cloud appliance I got error:

The limit for resource type 'Total Regional vCPUs' is 4 per subscription, the current count is 0, and the requested increment is 44. The subscription policy limit for resource type 'Standard ESv5 Family vCPUs' was exceeded. The limit for resource type 'Standard ESv5 Family vCPUs' is 4 per subscription, the current count is 0, and the requested increment is 40. Please contact Microsoft Azure support to enable the required resources.
Do I need to realise something previously in MS Azure for example?
- To create thr resource for the machines
- To assign some role?
- Is the video completed?

2. According your explanation , If I write 100.200.100.100 (Public IP) it means that only this IP public can connect with the deployment , and in this part only IP public should be inserted Not Privated . Is that correct?

You have to ensure Azure subscription with higher quota. This is probably not possible with your free account. You can check that with Azure documentation or Azure customer support.
Quota in Azure is not paid. It is pay per use – you start paying after the appliance is created. SAP Cloud Appliance Library will give you a cost forecast when you are starting the appliance.
Correct, this is public IP, you will access your appliance via its public IP, otherwise you need VPN.
If you want to limit to IP 100.200.100.100, you have to write 100.200.100.100/32.
