Is there a way to schedule the reports in the backend in the absence of users and post it to a particular folder in BW 3.1 version.

Depending on the Version of BI you are using you can either use Reporting Agent or Broadcasting functionality which is delivered with BI.

Using Reporting Agent we can schedule the reports in the backend.Check this in SAP help.
