Integration Suite is not available for subscription in my BTP free-tier
I have tried both my sub-accounts at AWS Australia(Sydney) and UA East(VA).

This above behaviour is due to Directory!
I have my sub-accounts organised under a Directory. I had to add Integration Suite as an entitlements to the directory level first, and then assign it to one of the subaccounts.
