This above behaviour is due to Directory!
I have my sub-accounts organised under a Directory. I had to add Integration Suite as an entitlements to the directory level first, and then assign it to one of the subaccounts.

Hi, I am in the same situation that I want to use Integration suite but cannot subscribe that.
How did you add the directory service of that?
