See that answer. Basically, you need a SAP support plan to get there. Since several years EBFs/SPs are no more freely available.
FWIW: Here's an overview over the newest EBFs - at least the readme site is publically accessable, so you can check what enhancements and fixes have been made between your current EBF and 17.0.10.xyz.
No, the download itself does not need to be paid but you need to have a support contract AFAIK to get access to the download area. I would recommend to ask your sales rep...
Have you ever purchased a copy of SQL Anywhere 17? That's a starting point. I am not sure if you have to also purchase a support contract, but you may have to do that one time in order to get an "s-user-id"
