You can find the details of HR content via this link:

In above link thereare sub modules such as personnel administration, pension fund, recruitment, etc. After selecting one of them you can see the datasources, infosources, data store objects, infocubes, etc.
What you sohould do? You first examine the infocubes, datastore objects. If you find a suitable one, than you should install it from BI content. If not find, you can examine the infosources and install one of them.

Below are the steps:
1. Activate the standard Data Sources for HR module in ECC source system., see documentation of HR PA:

2. Replicate DataSource you activated on BW system.
3. Install business content objects on BW according your business requirements
4. Do modeling of BW objects from DS level up to cube/multiprovider.
5. Create report e.g. in BEx Query Designer
5. Load the data to BW. Usually delta initialization is required.
