How does IAS System handle the Multiple Employment issue of same Employee ?

There is a employee say "Saif" and he has multiple employement, 

a} He has username as 1100111 and login method as SSO, and unique email.

b} He also has a username as saif@example.com and login method as PWD.

These two scenarios are of the same employee.

But IAS System only captures or syncs the 1100111 value in the IAS System and not the other one, this leads to logging issues.

 

Please suggest details steps to prevent and provide solution to this problem.

Yes, 

in this case example saif has two employments, and currently he has the username of 1100111 only, ut the values that the IAS caputring is of its previous employment "saif@example.com ".

So the record is synced but with the old username, or the data from SF is not updating in the IAS.

What should the steps be to remove this problem of multiple employment in IAS?
