As has been discussed in other questions, the SQL Anywhere Web Edition has been discontinued in SQL Anywhere 16.
If you use/used the SQL Anywhere Web Edition, I am interested in your answers to the following questions:

As I know, modern web apps demand horizontal scalability. SA WEB don't offer it, but posgresql as I know offer solution for scalability and also has relatively good sql engine.

SQL Anywhere does have support for horizontal read-only scale-out (http://dcx.sybase.com/index.html#sa160/en/dbadmin/da-copy-nodes.html). Although not included in the SQL Anywhere Web Edition, it was available as a paid option.
For write-heavy workloads, multiple SQL Anywhere Web Edition servers can be setup in a horizontal sharding configuration.
