Front end code page selection in SAP GUI

Hello,

When downloading a PDF from our system (ERP 6, NetWeaver 7.4, Unicode), the PDF is downloaded with a different front end code page depending on the logon language. Only if the logon language is Italian does the PDF open correctly, otherwise it opens blank.

I am trying to understand how the system selects which code page to use for each logon language. I found table TCP0F, but the settings there do not correspond with what I see. Does anyone know how the code page is determined for each logon language?
