You can obtain the similar kind of result with help of Combo box and its data insertion type as Filtered Rows. In Combo box component labels, you can apply the custom sort.
Your best bet will be to use multiple combo boxes, and write internal logic in your spreadsheet to handle the fact that the labels in the second combo box will depend on the selection from the first combo box.
