as far as I know an installation of the SAP GUI on the diagnostic agent is necessary, so that the corresponding scripts can be deployed there.
I have a client with Diagnostic Agent and SAP GUI installed, but the Solution Manager configuration shows that SAP GUI scripts are not supported.
After some research I found out that the scripting package was not installed in the SAP GUI. Am I correct in assuming that the installation of the package is mandatory (for the support of SAP GUI scripts)?

yes. If you do not install the SAP GUI Scripting package on the client, the binaries required for driving SAP GUI Scripting (sapfewse.ocx and others) are not installed. This is one of the options that we offer our customers who would not like to allow automation of SAP GUI to acheve this goal. Apart from this you need to allow scripting also on the SAP System (profile parameters in RZ11).
