Do not see option to create stories in Manage KPIs and Reports in S/4 HANA Private Cloud RISE

we have S/4 HANA 2023 privated cloud Rise and these systems are integrated using CORS live connectivity.

However do not see the option to create/add stories in the Manage KPIs and Reports section in S/4 HANA Fiori tiles.

Appreciate if you could let us know if we are missing steps with the connectivity/authorizations etc

If you had already consulted that documentation. This documentation summarizes the connection between SAC Enterprise and Fiori, in this case the client does not have SAC Enterprise and we want to use the Embedded SAC, in this order the question is Can SAC Embedded be used with S/4 HANA 2023 privated cloud Rise? Or is it only enabled for Public cloud? The screen I expect to see is the following:
