I had a data load fail due to the a currency conversion. So I transfered exchange rates, and it tells me that 'Exch.type ZC12 not in table TCURV'. I thought the transfer process was suppose to create the new one in TCURV. If it doesn't create it how am I suppose to get the Exch. type into table TCURV?

You would have to do that by transferring global settings, not just exchange rates.

The currency types will get loaded from the source system.
Go to RSA1->right click on the source system->select global settings->check transfer currency types->select update table below->and execute , if your currency type is declared in the source system , TCURV will get updated.
