It appears that the answer is no.
The "existence" of a tag is conditional on the existence of a question that contains that tag.
Note however this does not preclude you adding a (non existent) tag to your personal "Interesting tags" or "Ignore tags" list but doing this does not make the tag show up in the "Tags" list. Only tags that have a question show up in the "Tags" list or will be included in those tags suggested (auto-completion) when entering a list of tags for a question.
