Is there a way to create a tag without asking a question?

It appears that the answer is no.

The "existence" of a tag is conditional on the existence of a question that contains that tag.

Note however this does not preclude you adding a (non existent) tag to your personal "Interesting tags" or "Ignore tags" list but doing this does not make the tag show up in the "Tags" list. Only tags that have a question show up in the "Tags" list or will be included in those tags suggested (auto-completion) when entering a list of tags for a question.

When I add a previously-not-used tag to my interests, it seems to work. If I then navigate to something else and come back the tag disappears.

And yes, since I was asking a question I figured I could piggy back my tag. 80 more points and I can retag!
