Everything loks good tom me except the database part.
What I mean to say is that, unless you dont have a mechanism which will replicate the information of your Cluster DB to MSCS DB, this will not be efficient.
In my opinion, a better method will be to point your point your CMS Cluster Server and your CMS MSCS Server to one single database. Additionally you have to make sure that you take regular backups of your CMS Database and filestore.

Please use common inputFRS and outputFRS ( directory or file system) between CMS and APP servers. Next question is access url. Are you going to create a customize url using Aparche or generic URL that will play a vital role in your HA system.
For DB - you can use traditional stanby DB kind of solution.

I am curious how you ended up configuring HA for BI 4.0. My am looking for the 'best practice' for BI HA. Do you have to cluster CMS Service or can you just load balance to establish HA? It looks like you could have multiple CMS Servers with load balancing and you could do that with all the servers with the exception of the database which would use a DB cluster. Can someone tell me why that would not work?
After reading all the documentation multiple times why would you not have multiple Web Tier, multiple App Tier, Multiple Intel Tier with load balancing and then a clustered database?
