when user starts name "sap business explorer analyzer 3"
dialog box is present however the buttons arte not active
what is the problem ?

This issue comes when BEx installations are not proper. Find SAPBExc.xla file in your system and then run this .xla. This will shows the list of active X control not installed properly.
