In General, Fiori Basis Apps and their ODATA services (if exist) might not be activated in both S/4 HANA Appliance and Non-Appliance. If we require Basis Specific Apps to be viewed in Fiori launchpad, we can manually add SAP BASIS Technical Catalog itself which have basis apps.
Usually, Below Catalogs will deal basis admin purposes especially technical monitoring cockpit. Make sure to check Gateway Error logs and activate/assign Authorizations/ODATA services accordingly if catalog didn’t load.
Note: There won’t be basis apps business roles since most of the basis apps uses WEBGUI only. Hence, Normal PFCG Authorization works as well. If Apps dependent to any ODATA services, then we need to provide those access accordingly.
