Hello All,
For assigning the substitute for the workflow, the employee(which has left
the iff) should be kept active in the system.
Is it possible to assign substitute without having the
employee(which has left the iff) active in the system?
How can this be achieved?

What I understood from your issue is that there is a employee who is not active but still you want to make the inactive employee as the substitute
If this is the case then you cannot Define the inactive employee as the substitute for a workitem because while you will define the substitute then you are suppose to define the for how much period he will act as a substitute and inactive employee cannot be assigned.
I think it is not possible

If a user is inactive in the system then u can not set up a substitute for him,
for setting up a substitute that user should be active and unlocked....
