Archiving WORKITEM returns error "not archived (ILM rule set is not fulfilled)"

We have a retention rule set up for Min 0 and Max 10 years.

Per SAP Note 2913108 we tried the report RSWW_SET_AED_FINAL_WORKITEMS and it generated the message "Repository is consistent".

I ran ILMSIM and everything returned a green response with no errors or warnings.

Any suggestions on what I'm missing?

Looking at the return message "ILM rule set is not fulfilled", it could be that you added condition fields and related values to your ILM rule that are not matching the workitem data record. You could try to remove all condition fields in the ILM rule ... or you maintain the conditions values correctly (including "blank" values). Tip: take one example of a workitem not archived, look at its data, especially the fields you use as condition in your ILM rules, use tcode ILMSIM to "simulate" the processing of this record and check the results.

It only allows retention rules and not residence ones. ILMSIM returned no warnings or errors. The retention rule has no criteria specified with a minimum retention of 0 years and a max of 10.
