As a response, we are considering changing the users of customers who are no longer covered by maintenance to unusable,
but are there any tools or procedures on the SAP side for when a customer is no longer covered by maintenance?

Yes, from SAP support side, you can change the users of customers who are no longer covered by maintenance to unusable, or remove or limit certain permissions for the users of customers no longer covered by maintenance.

If I want to delete a customer on SolutionManager, is there a tool that will allow me to delete all customer information at once?
