129 Return-Code when installing SAP GUI

Dear SAP Support,

Using the installer "GUI770_9-70004692.EXE"
When installing SAP GUI, the user reported that "Return-Code" in "C:\Program Files (x86)\SAP\SapSetup\LOGs\NwSapSetup.log" became "129".
I have installed SAP GUI many times here, but "Return-Code" is "0" instead of "129".

- In what cases will the "Return-Code" be "129"?
 In the Help portal, it says to reboot to complete the installation process, but is it a rare case that the "Return-Code" is "129"?

- I think that it was necessary to restart when installing the old SAPGUI, but is it correct to understand that the recent SAPGUI does not need to be restarted when installing?
Or is a reboot required?

Firstly, return code 129 is considered normal and it generally occurs due to missing registrations during installation process that stems from some anti-virus or firewall interferences. Thus, it is required to reboot in order to complete such registrations. Regardless if the return-code is 0 or 129, to ensure the installation was successfully performed you can run the installation Check according to SAP Note 323413. For more details, see also KBA 2881681 . In addition, as you mentioned, in some scenarios you are updating SAP GUI, so there is de-registrations, registry keys overwriting, files and services replacements, and, therefore, the reboot is generally recommended in such scenarios. There are recommendations and some tools to ensure the installation was carried out successfully in the SAP Setup Guide:

SAP front end software applications should not be running during installation. If an application is running, the user may be prompted to reboot afterwards to complete the installation. If the installation runs interactively, the user is prompted to stop the applications. If he does so, no reboot is necessary. This process checks for discrepancies in files, services, registry-keys and other artifacts installed by SAPSetup, and performs a re-install of differing artifacts. The repair process includes an update of SAP front end components on the workstation with versions lower than on the installation server. If a package is installed, the package event scripts [page 21] for updates are also executed during the repair.
