Unable to create Calculation Sheet - error "Business Rule Code for rate derivation XX is invalid

I am trying to create a new Calculation sheet by copying an existing one, and I am receiving this error. I have looked into the conditions table mentioned in the error message and I can't seem to find any red flags. Would appreciate your help!

Looking at the error message I feel the rate is not available in in any of the Rate Table to derive

Could you elaborate a bit more? How could there not be a rate when all the entries are maintained? Thanks in advance!
