Wondering where and how PR Requistioner value is maintained or validated against when creating a PR?

Seems the given message is custom. to verify further, please click on 'technical Information' icon as highlighted in the attached image for better understanding.

Normally PR 'Requisitioner' field is a free field. Please try to verify keyboard 'F4' option in that field for any possible entries may designed for the field and go for the available options.
Please revert with your update.
