I am currently using SCM 4.1 (although I have worked in almost every other version) and I don't remember this behavior, but wanted to see if it is just something I have never come across before. I have a data view where the indicator for past periods is set to "visible" from the oldest period, but is not set to "input".
I seem to remember that even though the data view is not available for input in the past from a user perspective that macros were able to operate and change data there. Currently, none of the macros I have defined where the step processing area is either "past" or "total" are changing any data in the past (when set to "total" it is changing data in the future).
Has this always been this way?

Yes. As far as I know it is not possible even for macro to change the data in periods that are not set for input particularly in the past horizon.
