How to have a fixed bin for empty HU with specific HU type

Hi,

I need to have a fixed bin in my EWM warehouse for empty HUs. Let's say bin has a capacity of 3, if one HU is picked out of that bin, next HU should be fetched out of my warehouse.

Next is - it is not really fixed, operator needs to change HU type that should be on that bin. 

And - all HU types have the same packaging material.

So I need something like /SCWM/BINMAT, but for HU types. Is this possible with standard EWM functions?
