Cannot create WT with Sample Split for material irrelevant to quality inspection

I am working on EWM-QM integration on embedded EWM on S/4HANA 2021 with the below configuration:

The inspection setup is: Material Master

Split Ext Sample Qty: 1 Split at Inspection Creation

I have also created a general inspection rule

When I try to create WT for a material that is NOT relevant to quality inspection (I didn't create the QM view for it), the system gives a Message no. /SCWM/QINSP253

Could anyone tell me why this function is activated even for materials that are not relevant to quality inspection?

We upgraded to S/4 HANA 2023 FPS01 and are now facing the same issue it seems like.
