ATP Categories not maintained for PPDS implementation in S4 HANA

When I run t-code /SAPAPO/RRPCUST1 (Display Global Parameters and Default Values) and go to the ATP Categories tab, I see the various ATP Category codes and how they are assigned (see image below). However, when I click on any of the categories and do a drop-down (F4) to see a list of the ATP Categories, I get nothing. How do I get these maintained? It seems these standard and should be pre-installed.
