A material is extended to new plant and storage location but it is redirecting to free freight

Hi Experts,

My client have extend a "xyz" material to 1800 and 2000 plant & storage location. Before this item is used as free shipment or with no frieght but after extending it new plant they want to charge freight for that item. But it is still picking free freight for every order they make, even in ecom it is showing as 0$ for all freight.

Every order defaults to FF free freight in  customer group 1 in additional data header details. I have tried to maintain condition record with this combination but this is affecting other ecom orders, so i have deleted this condition record. 

IF only the order default to PPA Prepaid & add in customer group1 in additonal data, then i can maintain the condition record and i feel it will work. where can i look for this setting and please feel free to suggest your solution.

Note: Customer is one time customer in ECom.

Seems new condition combination like Plant/material can be added to your Freight condition type(v/07),

Also you can add customer group into this combination if planned for limited customers only & check in test system once ....
