Supplier Enablement Manage Vendors

Hello Experts,

I wanted to understand which user permissions in SAP Business Network gives access to Manage Vendors under the Supplier Enablement Tab. Is this option only available in Production instance and cannot be accessed in test mode? Is this only available for one user in the organization (Account Administrator?). 

I have assigned myself the below user permissions related to Supplier Enablement in Business Network, but still i don't see the Manage Vendors Option in Business Network. can someone please confirm if you have any experience or have experienced the similar issue and were able to resolve this?

Supplier Enablement Program Administrator 

Supplier Enablement Task Management

Supplier Enablement Configuration

Supplier Enablement Program Administrator
