in SRM 7.0 Response on Behalf button is disabled

Dear Team,

Response on behalf button is disabled for a supplier.

Created the Rfx with "Allow Multiple RFx Responses for Each Company" checked during the creation of RFx and Added the bidder where permit surrogate bidding is enabled in Bidder data and Published the Rfx.

Now when we clicked on Response and Award, able to see the Response on behalf button with disabled.

Could you please help us.

Could you please check the user's security level(BBP_WFL_SECURITY) and make sure if the
user's security level is 3 or 4 ? (this could be found in the Personalization of Tr: SU01).
Could you please also confirm if the problem only occurs when the specific bidder is added ?
If so, Could you lease check if the added bidder has contact person assigned ?
