is any body knows how to configure and from where to configure project area code for different areas in spro.

What are you referring to?  I have never heard of 'project area code'.

i m referring for adding new towns in our configuration since we are making go live for those towns....

They are master data objects.  Use the transactions in the menu for regional structure.
