The note is visible in SAP for ME:

Try to access it in incognito mode. I've gotten the same error as yours, when accessing in the regular mode.

Thank you, Dominik. Are you referring to incognito mode in the browser? I tried using it, but I still encountered an error.

Yes, incognito mode solved the issue for me. The point is that the note is there and is available. The problem is more on a browser side.
