The "Technical Error" most likely occurs when you're not logged into developers.sap.com with Universal ID (UID). Please log in by clicking on your avatar in the top right-hand side corner.

I solved it. I was logged in, but had no account mapped to my account (my name was shown as "null null" in the top right corner). I added my personal mail address and it worked.
