Hi,
I am trying to collect list of criteria which leads to create multiple salary templates in EC enabled SF system.
1. different effective date for extracting user data
2. different route maps
Also, what are the critical things which we need to take care while implementing compensation in such cases.
It would be really helpful if I can get some guidance here.

For Compensation you've got the big 2 items covered already.
In the route map item we could add "or method of planning" (line manager vs 2nd manager) but I can't think of anything else.
In Variable Pay there are more things such as how is the basis calculated (some with 12/31 data vs proration for others, or some with one calculation and others with another for the basis field). On this topic you can see this blog for a design I made a few years ago to go from 7-8 different salary and variable pay template for a customer to only one template (they wanted to improve the planner experience at all costs even if it added additional admin work).
