When a manager cascades goals to employees, the employees should not have the permission to modify those goals. However, if the manager cascades goals to peers, they should have the ability to edit or overwrite them. This requirement needs to be implemented within a single goal plan.
What permissions configuration would best support this? Could this be managed through XML settings or configured directly via Manage Templates? Please advise on the best approach.

Payas you can utilize cascade-update = pushdown to make goal fields noneditable in xml.
If you keep the attribute as regular then you can allow them to edit .
