Simulations are Grayed Out

Hello I am working on publishing a simulation. I added saved and published the simulation to the server, but I am not sure why they are not available for me to assign (greyed out in the Manager). Nothing is currently in publishing mode and I'm not sure what else I have to do?

If you are looking at the ones with a ? on them they are not synced or someone deleted them. The manager does not know what the status is if you click on those item you may see them in edit mode or have the person that created those publish and force new version.
