Maintaining a leave record on behalf of an employee

I would like to know if the functionality of "Leave Record maintenance on behalf of employee" is available in SAP ByDesign

The scenario is as below:

Any employee does not have access to SAP ByDesign. An HR Manager/Assistant would like to apply a Leave Request on behalf of that employee, and the request shall go to the related reporting manager for approval. The leave record will be maintained in the SAP ByDesign.

There is an option for managers/project leads, and it is limited to their team members. 

• Managers can record employee times on behalf of their team members, using Employee Self-Service Leave Request – on Behalf or Employee Self-Service Time Sheet – on Behalf in the Managing My Area work center.

• Project leads can use the Time Sheet on behalf of their team members if the Time Recording business topic in Projects is in scope.
